Organizational Structure

The Center for Agricultural and Rural Development (CARD), which is established and guided jointly by the State Ministry of Education, Zhejiang Province Government and Zhejiang University，is a multi-disciplinary and open research organization in which the responsibility systems of the Executive Board and Director-General have been introduced. Mr. Xu Xing-Guan, former vice-governor of Zehjiang Province and member of the Agricultural and Rural Committee of the National Congress, is selected as President of the Executive Board consisting of eighteen famous economists, officials and agri-entrepreneurs. The Director-General is responsible for daily activities. Mr. Zhang Mengjin, vice-governor of Zehjiang Province, holds the honorary position, and Professor Huang Zuhui is the Director-General. The deputy position of the Center is held by Professor Shi Jingchuan, Professor Lin Jian, Professor Zhang Xiaodi, Professor Jin Xiangrong and Professor Ye Mingde, and they also lead the five institutes respectively at the Center, i.e., Institute of Regional Development, Institute of Agricultural and Rural Economy, Institute of Sustainable Development, Institute of Rural Institution and Innovation as well as Institute of Population and Social Development. Professor Chen Xiwen，deputy director of the Development Research Center of the State Council, is appointed as Chairman of CARD’s Academic Committee, which composed of nine famous economists.

Professor Lu Liangshu (vice-president and member of the Chinese Academy of Engineering), Professor Chen Ziyuan (member of the Chinese Academy of Science), Professor Gao Shangquan (former deputy director of the State Council Office for Restructuring the Economic Systems and dean of Management College at Zhejiang University); Professor Yang Yongzhe (president of Chinese Agricultural Economics Society) and Professor Guo Shutian (former official of the State Ministry of Agriculture) are invited to be senior advisors of this Center.


Educational Program and Consulting Service

The Center offers several programs at the different levels in agricultural economics and management, including postdoctoral, Ph.D., master’s degree and visiting research programs. At present, the Center has more than 200 students, of whom 40 are doctoral candidates. With special subjects regarding current issues in China’s agricultural and rural development, the Center also provides various training courses and seminars for authorities and agribusiness.

Based on its available research achievements and specialization, the Center provides various consulting services, which are relevant to the government policy decision, the regional development conception, the market investigation, the enterprise strategic decision and other services for administrations, agribusiness and township enterprises.

Publication

The Center publishes “CARD Information” (Quarterly), “CARD’s Research Yearbook” and “CARD’s Studies Series”, which are complimentary to readers.


Scientific Research

Currently, the Center undertakes more than ten projects, most of which are funded by the State Ministry of Education, Natural Science Foundation of China, Social Science Foundation of China, international agencies and others. The total funds received in 2000 are accounted to over 1 million Yuan. On the other hand, The Center announces proposals for international competition every year and provides financial support for the projects selected by the Academic Committee. The research focuses on key issues in the process of agricultural and rural development in China. The main areas include:

Staff

This Center is an open academic organization in which the personnel contract system is introduced for the researcher appointment. Now a high-qualified term from both out- and inside of the University for full- or part-time has been formed basically in CARD. There are totally 30 researchers, of whom 15 are professors, 10 are associate professors and 4 postdoctoral researchers. Professor Chen Xiwen, Professor Justin Yifu Lin, Professor Chen Jiyuan Professor Allan Schmid, Professor Olof Bolin and other over 20 well-known economists are engaged as either part-time professors or guest professor.
